A Short History of the New York State Flag
The State Flag of New York technically predates statehood, depicting the Colonial Coat of Arms from 1778, several years before the close of the Revolutionary War and ten years before New York voted to ratify the Constitution. As with a number of other state flags dating to colonial times, the New York state flag does not contain the name of the state, but rather, a motto which reads simply, "Excelsior (ever upward)". And as is also true with other states, the State Coat of Arms is full of symbolism, depicting "Justice" and "Liberty" along with elements such as a Phrygian cap and a crown at the foot of "Liberty", both of which symbolize emancipation from tyranny.
