A History of the POW-MIA Flag In 1971, at the height of the Vietnam War, the National League of Families of American Prisoners and Missing in Southeast Asia felt a strong need to create a flag that would garner more attention for their cause. Acting as a representative of the National League of Families, Mrs. Michael Hoff, whose husband was MIA, turned to America’s largest flag maker for assistance in the project. After an initial conversation with Mrs. Hoff, Annin & Co.’s Vice President, Norman Rivkees enthusiastically took command of the project, commissioning the now familiar design. Production began almost immediately and the new flag design quickly became the most recognizable symbol of the POW-MIA cause. In 1989, a POW-MIA flag that had flown over the White House was placed in the Rotunda of the US Capitol and will remain until every US soldier has been accounted for. In addition, Congress enacted a law in 1990 officially recognizing and granting national status to the POW-MIA flag.
