The US Coast Guard Commission Pennant was first put into service along with the Ensign in 1799 and featured the familiar eagle on its inboard section as well as the 13 red and white stripes with the red swallow-tail still used today. The early 19th century saw the eagle replaced by 13 blue stars on a white field which remained in service until after the Civil War, when the Revenue Cutter Service adopted the same Commission Pennant as the Navy, with white stars on a blue field.
Interestingly enough, sometime in the 1930s, without any official directive, the re-named US Coast Guard had reverted back to the pre-Civil War design which is still in use today!
