The Gadsden flag was designed by Colonel Christopher Gadsden of South Carolina, who at the time, was a member of the Continental Congress. As one of three members of the Marine Committee, he was party to the appointment of Esek Hopkins as the first commander-in-chief of the newly formed Continental Navy. The Gadsden Flag was first used by Commodore Hopkins as his personal standard aboard his ship, the Alfred. At the time, the rattlesnake had become popular as a warning to the British.
